Job Summary: 

This position will be responsible for the management of the day-to-day duties of multi-state payroll operations management and will manage a team of direct reports.  A combination of solid leadership capability and a strong understanding of end-to-end payroll processing including payroll tax compliance and payroll accounting are critical.


Payroll Manager Job Duties:

  • Maintains payroll information by designing systems, directing the collection, calculation, and entry of HR/Payroll data.
  • Manages all operational controls related to teammate data and regulatory compliance, reviewing and approving all key and standard controls in accordance with risk and audit controls.
  • Ensures teammates are paid accurately and timely by directing the production and issuance of pay.
  • Identifies, proposes and pursues payroll related activities to deliver payroll with operational excellence.
  • Timely analyzes, researches and/or responds to escalated payroll related issues with quality resolution.
  • Prepares reports by compiling summaries of earnings, taxes, deductions, leave, disability, and nontaxable wages.
  • Determines payroll liabilities by approving the calculation of teammate federal and state income and social security taxes, and employer's social security, unemployment, and workers compensation payments.
  • Oversees the management of payroll account reconciliations by resolving payroll discrepancies.
  • Safeguards payroll information by following internal data security guidelines.
  • Maintains payroll guidelines by writing and updating policies and procedures.
  • Complies with and maintains knowledge of federal, state, and local legal requirements by studying existing and new legislation including all wage and hour laws; enforcing adherence to requirements; advising management on needed actions.
  • Maintains teammate confidence and protects payroll operations by keeping information confidential.
  • Maintains professional and technical knowledge by attending educational workshops; reviewing professional publications; establishing personal networks; participating in professional societies.
  • Completes operational requirements by scheduling and assigning teammates; following up on work results.
  • Maintains payroll staff by recruiting, selecting, orienting, mentoring and training teammates.
  • Maintains payroll staff job results by counseling and disciplining teammates; planning, monitoring, and appraising job results.
  • Maintains professional and technical knowledge by attending educational workshops; reviewing professional publications; establishing personal networks; participating in professional societies.
  • Contributes to team effort by accomplishing related results as needed.
  • Maintains and fosters a positive customer service, collaborative and continuous improvement environment.
  • Other duties as assigned.

Qualifications
 

Basic Qualifications:

  • Management of HR or a part of HR that includes payroll or other types of HR processing.
  • Demonstrated experience in managing large multi-departmental projects. 
  • Experience in developing and monitoring quality and other performance metrics for a processing environment. 
  • Proven ability to build and lead an operations team.
 

Preferred Qualifications:

  • Bachelor degree in Business Administration, Accounting or related field of study
  • Certified Payroll Professional
  • Shared services & multi-state payroll experience
  • 3-5 years of Workday system experience
  • 8 years payroll tax experience
  • Process controls and standardization experience
  • 4 years of successful people management, team building and organization skills /experience
  • Metrics reporting experience
  • Strong accounting and financial skills
  • Strong written and verbal communication skills
  • Proficient at MS Office
  • Some travel required
